The Mission of the Topsfield Police Department is to protect and serve the public with professionalism, honor and integrity, while building a community partnership that enhances the quality of life for our citizens.

The Topsfield Police Department will be the best police department and will pursue excellence in the best policing practices while partnering with our community stakeholders and fostering a team atmosphere.


Core Values

Compassion – We recognize that our services are generally required during unusual distressing circumstances affecting an individual, individuals or groups of individuals which require our officers to express concern and sympathy for the suffering or misfortunate circumstance.

Responsible – We recognize that we will be accountable and take ownership for our actions.

Accountable – We recognize that as members of the Topsfield Police Department we are required to or expected to justify our actions and /or decisions.

Communications – We recognize the importance of transparency in our efforts to continuously uphold the trust of the public.  We are committed to our community policing efforts in fostering a team atmosphere that will enable our stakeholders to be active participants in our efforts in identifying areas of concerns within our community.

Honesty – We recognize that an officer’s honesty is their unquestionable truthfulness.

Integrity - We recognize the authority of federal, state, and local laws. Honesty and truth must be the standards in all our interactions with the community and with our members. We are committed to the highest standards of honesty and ethical conduct, which create the cornerstones of our profession on and off duty.

Professionalism - We treat the public and our colleagues with courtesy and respect.  We understand that our appearance, words, and demeanor contribute to the public’s confidence in us.  We are responsive to the community, and deliver services fairly, impartially and with transparency.

 

 
 

The Topsfield Police Department is one of only 93 in the Commonwealth that has attained the level of being a fully accredited department.  By being an accredited police department, we must adhere to over 300 standards, holding our department and officers to the highest standard of policing.

A Massachusetts accredited police department is an agency that has demonstrated through an assessment by independent auditors that we comply and have met the National Standards of best practices for police agencies.   The National standards reflect the best professional practices in police management, administration, operations, and support services.

Achieving Accreditation is a highly prized recognition of law enforcement professional excellence.

As an accredited department, we are required to have proper policies in place and equally important is to ensure that these policies are being followed.  We are also required by policy to annually review, analyze, and report any use of force and bias policing issues that arise as well as submitting all incidents of use of force to the FBI.

Achieving and maintaining accreditation is not an easy task. We have chosen to do this despite its difficulties because of its high level of accountability.  We strongly believe that all police departments should adhere to such standards.

We call upon our community to work with us as we continue to hold ourselves to these high standards of policing and accountability. We are a proud part of this community and are dedicated to serving the community members. I sincerely hope that you will look to our evolution and series of accomplishments over the years. Topsfield police officers have and will continue to faithfully dedicate their lives to the service and protection of our town.
